Pemerintah pun membuat aturan Zona larangan pedagang kaki lima (PKL), Es Cendol Elizabeth sebenarnya tidak di area trotoar melainkan masih berada di area toko tas Elizabeth. Namun, Es Cendol Elizabeth merupakan pelopor pedagang kaki lima di Jalan Otista saat itu. sehingga Rohman memutuskan untuk pindah, karena jika tidak pedagang lain tidak mau pindah.
Hingga Sekitar tahun 1998 mulai dibangun Es Cendol Elizabeth Pusat yang berada di Jalan Inhoftank Nomor 64.
Selain menjual es cendol, Es Cendol Elizabeth juga menjual es goyobood. Asal usul berjualan goyobod berawal dari Eli yang suka membuat goyobod, saat itu ia sedang malas higga meminta tolong ke Rohman untuk membuatkan goyobod.
Nur Hidayah, anak H Rohman menuturkan, bapaknya itu orang yang tekun.
