BANDUNG, BEREDUKASI.COM — Badan Anggaran DPRD Kota Bandung membahas finalisasi RKUPA dan PPAS Tahun Anggaran 2022, bersama Tim Anggaran Pemerintah Daerah (TAPD,) di Ruang Rapat Rapat Bamus DPRD Kota Bandung, Senin, (22/8/2022).
Pada kesempatan rapat tersebut, Badan Anggaran DPRD Kota Bandung juga membahas hasil evaluasi Gubernur terhadap PJP APBD Tahun 2021.
Rapat tersebut dipimpin langsung oleh Ketua Banggar DPRD Kota Bandung, H. Tedy Rusmawan, AT., MM, juga dihadiri para anggotanya, Drs. H. Isa Subagja, Khairullah, S.Pd.I, H. Aries Supriatna, S.H., M.H., H. Riantono, S.T., M.Si, Drs. Riana, Ferry Cahyadi Rismafury, S.H., H. Asep Mulyadi, H. Rizal Khairul, SIP., M.Si., H. Yusuf Supardi, S.IP, Hasan Faozi, S.Pd., Ir. H. Agus Gunawan, dan Yudi Cahyadi, SP, Erick Darmadjaya, B.Sc.,M.K.P, dan DR. Ir. H. Juniarso Ridwan, SH., MH., M.Si.
Hadir pula Ketua TAPD Kota Bandung, Ema Sumarna, beserta jajarannya. Rapat dilaksanakan dengan tetap menerapkan protokol kesehatan Covid-19.
Ketua Banggar DPRD Kota Bandung, Tedy Rusmawan, mengapresiasi kinerja Banggar juga TAPD Kota Bandung yang telah menyelesaikan pembahaaan RKUPA-PPAS APBD 2022 sehingga tahap finalisasi.
“Kita apresiasi untuk RKUPA 2022. Kita sama-sama ambil keputusan PPAS 2022. Untuk evaluasi Gubernur supaya menjadi masukan ke kita lebih baik ke depannya,” ujar Tedy.
Ketua TPAD Kota Bandung, Ema Sumarna menjelaskan, ada tiga substansi umum pada evaluasi Gubernur terhadap PJP APBD Tahun 2021, di antaranya mengenai masalah konsistensi.
“Evaluasi gubernur terhadap PJP APBD 2021 yang diterima pada 9 agustus 2022. Ada 3 hal substansi umum yaitu masalah kesesuaian Raperda dengan masalah konsistensi, legalitas, dan masalah kebijakan. Pertama, terkait konsistensi, apa yang dilakukan Pemkot sudah sesuai, catatannya kesesuaian nomenklatur terkait SIPD saja. Kedua, masalah legalitas, provinsi menyatakan sudah sesuai, artinya tidak ada ruang kita bertentangan dengan regulasi yang lebih tinggi baik provinsi dan maupun pusat. Ketiga masalah kebijakan, dari evaluasi Gubernur tidak ada catatan,” kata Ema. (Indra).
