BANDUNG, — Pansus 8 DPRD Kota Bandung melakukan rapat kerja membahas Raperda Perubahan Atas Perda Kota Bandung Nomor 2 Tahun 2019 tentang Penyertaan Modal Pemda Kota kepada Perusahaan Perseroan Daerah Bandung Infra Investama Berupa Tanah dengan BKAD, Bag. Ekonomi, Bag. Hukum, PT. BII dan Tim Penyusun NA, di Ruang Rapat Komisi B DPRD Kota Bandung, Kamis, (3/11/2022).
Pada kesempatan rapat tersebut, Pansus 8 membahas lanjutan terkait matriks perubahan atas Peraturan Daerah Kota Bandung Nomor 2 Tahun 2019 tentang Penyertaan Modal Pemerintah Daerah Kota kepada Perusahaan Perseroan Daerah Bandung Infra Investama berupa Tanah.
Hadir dalam rapat tersebut Ketua Pansus 8, Hasan Faozi, S.Pd., Wakil Pansus 8, H. Riantono, S.T., M.Si., dengan para anggota pansus sebagai berikut, Aan Andi Purnama, S.E.; H. Agus Andi Setyawan, S.Pd.I.; H. Asep Mulyadi; Dr. Uung Tanuwidjaja, S.E., M.M.; dan Yusuf Supardi, S.IP.
Rapat dipimpin Hasan Faozi dengan tetap menerapkan protokol kesehatan Covid-19, peserta rapat hadir baik secara langsung maupun daring melalui teleconference.
Hasan Faozi mengatakan pada perkembangan rapat tersebut perlu kajian ulang pada konsideran pertimbangan setiap pasal.
“Sejatinya Perda baru memberikan penguatan pada perubahan perda lama, tidak akan merubah arah sudah tercantum pada perda lama. Akan tetapi, diperlukan tinjauan ulang pada konsideran pertimbangan dan bagian hukum dicermati setiap pasal dikarenakan ada beberapa pasal dan ayat yang maknanya bias. Contohnya pada pasal 4 ayat 2 yang kurang tegas sebagaimana perda sebelumnya,” ujar Faozi.
Diketahui terdapat perbedaan nilai modal dasar yang besar pada perda lama dan perda baru, sehingga para Anggota Dewan mempertanyakan pertimbangan nilai serta dampak yang akan terjadi nanti.
Para Anggota Dewan juga mempertanyakan modal 30 persen berupa uang yang disimpan di bank swasta, yang akan lebih baik disimpan di bank milik pemerintah. Selain itu, belum ada pergerakan signifikan yang dilakukan pada bisnis utama sebelum adanya peningkatan usaha. (Indra/Humpro-Ilham/magang).
