Sebelum gedung ini didirikan, pada lokasi ini terdapat gudang kopi (koffie pakhuis) milik Andries de Wilde yang dibangun pada 1819.
Hingga Pada tahun 1923 gudang itu diserahkan kepada Pemerintah kolonial Belanda.
Pada tahun 1927 gudang kopi itu dirobohkan dan di bangun Gedung Balai Kota.
Arsitek yang merancang bentuk bangunan ini bernama Ir. Eh. de Roo. Pendirian balai kota ini terkait status Kota Bandung sebagai kota praja sejak tahun 1906.
Saat itu, sekitar bangunan Gemeente Huis telah berdiri bangunan publik pendukung, yakni Javasche Bank yang sekarang menjadi Bank Indonesia (1909), Katedral (1921), dan Gereja Bethel (1925).
Pada tahun 1935, balai kota memerlukan tempat yang lebih luas. Akhirnya balai kota diperluas dengan menambah bangunan baru di bagian belakang. Bangunan ini juga menghadap ke Pieter Sijthoffpark (Sekarang Taman Balai Kota).
Arsitek dari pembangunan ini masih seorang Ir. Eh. De Roo. Ia merancang gedung baru ini dengan gaya art deco yang tengah populer saat itu, dan memberikan kesan lebih modern.
Karena bentuk gedung yang memanjang dan bagian atap gedung yang tampak datar, gedung ini pun mendapat julukan Gedong Papak (Gedung yang atapnya rata).
Setelah kemerdekaan, gedung ini tetap difungsikan sebagai balai kota atau kantor Wali Kota Bandung sampai saat ini.
Baru pada tahun 1980-an dibangun gedung kembar di sisi kanan dan kiri gedung papak untuk keperluan perkantoran. (riyan/sinta).
